Rwanda has transformed its economy from securing subsistence to disseminating knowledge, and has maximized opportunities for its citizens over the last 25 years. Such progress is based on a strong foundation, HE Paul Kagame, President, Republic of Rwanda, said on the third and final day of the 2019 World Government Summit in Dubai. Kagame enumerated the ideological foundations that Rwanda put in place to enable this transformation, and erase what he called a legacy of corruption and social division that nearly destroyed the country. The role of leaders and institutions is to respond to citizens’ expectations, he said, while stressing the value of inclusiveness. He said good governance and accountability is essential to everything the government does.
