H.E. Ohood bint Khalfan Al Roumi is the Minister of State for Happiness and Wellbeing and the Director General of the Prime Minister’s Office at the Ministry of Cabinet Affairs and the Future in the UAE government. Her Excellency oversees multiple strategic projects and initiatives such as UAE Centennial 2071, UAE Vision 2021, the National Agenda, the UAE Government Strategy, the National Strategy for Innovation, Mohammed Bin Rashid Centre for Government Innovation, Government Performance Management System “Adaa”, Sheikh Khalifa Government Excellence Program, Mohammed Bin Rashid Government Excellence Award, UAE Government Leaders Programme, Emirates Government Service Excellence Program, Global Star Rating System for Services, Best M-Government Service and Mohammed Bin Rashid Policies Council. In addition, H.E. Al Roumi is the Vice-President of the World Government Summit Organization that holds the World Government Summit annually and brings together governments’ leaders, policy makers, and private sector to explore the future of governments. H.E. Al Roumi is a member of the Higher National Committee for the Year of Giving, established in 2017 to lead the development of a comprehensive framework for the Year of Giving initiative. H.E. Al Roumi has extensive experience in management, government policies and strategies as well as leading multiple strategic government initiatives and programs. She held several positions within the Government of Dubai and the Federal Government. She was the Head of Economic Policy at the Executive Office of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. She was also the Manager of Business Research at Dubai Chamber of Commerce. She led several task forces in developing strategic government policies, including Dubai Strategic Plan “Economic Sector” and the Federal Government Strategy.

Over the past ten years, several reports and studies highlighted the pitfalls of over-reliance on GDP when assessing a country’s health and raised the question of whether economic (GDP) growth is the only appropriate measure and policy goal in the face of today's environmental, societal and economic challenges. The OECD, UNDP, and UAE Government have been promoting wellbeing as a holistic measure of development; yet, there is a need to pave the way for more integration when addressing both concepts (wellbeing and GDP) as they are mutually inclusive. The session will discuss the importance of wellbeing as a holistic measure of country development, beyond GDP; the metrics that this holistic measure should include to create wider societal wellbeing; and its implications on governance and policy development (fiscal, economic, etc.). It will also discuss the respective roles of international organizations and governments in promoting and measuring wellbeing.

The Global Happiness Policy Report is produced on an annual basis by the Global Happiness Council . This year’s report, its second edition, provides evidence and policy recommendations on best practices from around the world to promote happiness and well-being. The report contains papers by expert working groups on happiness for good governance, in areas that include, health, society, education, employment, cities, and measurements. It is designed to support policy makers searching for concrete examples and actionable policies. In this session, the authors of the report and government representatives will present the key recommendations and discuss options for government response.
